Draft Mobility and Modernization Study
The New York State Thruway Authority (Authority) is committed to providing its customers with the highest levels of safety and service. A pioneer in the implementation of electronic tolling (E-ZPass), the Authority will seek to build upon past successes in the future. To that end, the Authority tasked its traffic consultant, Stantec Consulting Services, Inc. (Stantec), with conducting a study to investigate and report on the potential for new and improved methods of toll collection on the New York State Thruway (Thruway).
In September 2008, the draft Study was sent to Metropolitan Planning Organizations (MPOs) and rural County Planning Departments across the Thruway System for review and input. Subsequently, at their request, the Authority met with several MPOs to present the findings of the study, answer questions, and gather additional input. None of the alternatives presented in the Study are funded under the Authority’s current capital funding plans; as such, the Study was conducted solely to assess the myriad of toll collection and transportation/mobility alternatives.
Prior to proposing any structural changes to the Thruway’s toll collection system, and as the first step in the conceptual planning process, the Authority would continue to seek the input of the MPOs and the rural counties along the Thruway Corridor.
The Study provided valuable information which can be used to establish a starting point for the future of electronic toll collection on the Thruway. The Authority is considering the Study complete at this time.
