Project Objectives
The objectives of this project are to provide operational improvements which will relieve congestion, reduce delays and improve the safety conditions at the Woodbury Toll Barrier. Specific objectives include:
- Providing four Highway Speed E-ZPass (65 mph) lanes, two in each direction, at the Woodbury Barrier;
- Relieving congestion, reducing delays and improving the level of service and mobility through the project area;
- Rehabilitating deteriorated mainline pavement sections, reconstructing the shoulders, and providing a smooth riding surface within the project limits; and
- Avoiding and minimizing environmental impacts.

As part of Contract 2, from March 8-May 2, 2010 (tentatively), five (5) lanes of the Woodbury toll plaza will be closed to traffic, demolished, and reconstructed with four (4) Highway Speed E-ZPass lanes. During this eight-week period, three (3) lanes will be open northbound. One of the northbound lanes will be a dedicated E-ZPass lane only; two of the northbound lanes will be established as mixed-mode lanes, meaning the lanes will be able to accommodate both cash and/or E-ZPass depending on the time-of-day and traffic volumes. During this same eight-week period, six (6) lanes will be open southbound. The southbound lanes will accommodate dedicated E-ZPass, cash and mixed-mode customers.
