In August 2006, the New York State Thruway Authority (NYSTA) announced the availability of a Final Design Approval Document / Final Environmental Assessment (DAD/EA) for the Woodbury Mobility Improvement project.

This project is in the process of retrofitting the existing Woodbury Toll Barrier to implement Highway Speed E-ZPass and to rehabilitate the approaches along Interstate 87, the New York State Thruway.  The project is located in the Town of Woodbury and the Village of Harriman in Orange County, N.Y.  Logical Termini for this project have been determined to be milepost 43.5 to milepost 46.4, and this project has independent utility from other planned projects in the area.

The Final DAD/EA for the project was developed by the Authority after coordination with Federal, State and Local agencies.  The report presents a study of proposed alternate designs and the Authority’s evaluation of the social, economic and environmental effects upon the human environment.  The document was prepared in accordance with the provisions of Section 102(2) (c) of the National Environmental Policy Act of 1969 P.L. 91-190 (NEPA) and 40 CFR Parts 1500-1508, Federal Highway Administration (FHWA) NEPA requirements (23 CFR Part 771) and the New York State Environmental Quality Review Act (6 NYCRR Part 617).
