THRUWAY AUTHORITY/NYSDOT ANNOUNCE PHASE THREE OF I-84/I-87 INTERCHANGE 17 RECONSTRUCTION PROJECT

The New York State Thruway Authority and the New York State Department of Transportation (NYSDOT) today announced that the final phase of the I-84/87 Interchange 17 Reconstruction Project is underway.

New York State Department of Transportation Acting Commissioner Astrid C. Glynn said, “This new connection between Interstates 84 and 87 will smooth commutes and provide a critical link for travelers throughout the region. The Department of Transportation looks forward to continuing to work closely with the Thruway Authority to increase mobility and improve safety along this vital corridor.”

“The final phase of this much anticipated project will help ease the flow of traffic between the interstates, and will provide a safe and more efficient transportation network, said Thruway Authority Executive Director Michael R. Fleischer. “Upon completion, this connector will provide direct access between the Thruway and I-84, removing that traffic from the busy Route 300/Route 17K corridor.”

Representative John Hall (NY-19) said, "The completion of this project will improve the quality of life in the region by reducing congestion. Also, it will help our economy grow by making travel to Stewart International Airport and other local destinations safer and easier. I'm glad that the final phase needed to make this goal a reality is getting underway."

Senator William Larkin (R-C, Cornwall-on-Hudson) said, “I am very pleased that we are proceeding with the final phase of this most important Thruway project. The I-84/I-87 interchange is a key piece to future economic development projects that will greatly impact Orange County. I look forward to the many positive changes, particularly the improved flow of traffic, the completion of this project will bring for local residents and businesses.”

Senator John J. Bonacic (R/I/C - Mount Hope) said, “The I-84/Thruway interchange project is important to the future economic development of the region. It will make access to Stewart Airport easier and relieve traffic congestion in the Newburgh area from cars getting on and off each roadway.”

Assemblyman Thomas Kirwan (R,C-Newburgh) said, “This project will not only make travel between the New York State Thruway and I-84 more efficient, but will also create hundreds of private sector jobs. The I-84/I-87 interchange project is another example of the commitment to improving the infrastructure of the Hudson Valley.”

Edward Diana, Orange County Executive, said, “I am pleased that the I-84/I-87 interchange project has entered its final stage. The completion of this project will be a benefit not only to the quality of life for our citizens, but will ease congestion on Route 300 and 17K in the Town of Newburgh.

Under Contract 3, the third phase of construction will provide for the construction of all remaining roadways, ramps, and bridges in the interchange, directly connecting I-84 to I-87. The contract also provides for the installation of two traffic signals on Route 300 and construction of a new, larger tandem lot. This phase of the project is expected to be completed, with the new direct connection between I-84 and I-87 in service by the Fall of 2009.

Project costs, which are estimated at $74 million including construction and inspection expenses, will be split, with federal aid through NYSDOT providing approximately $68 million and the Thruway Authority providing the remaining $6 million.

The first phase of the I-84/87 Interchange Reconstruction Project, completed in 2004, included the construction of new exit and entrance ramps between I-84 Eastbound and Route 300, a new traffic signal on Route 300, and extending and widening the northbound Thruway exit ramp.

Phase two is ongoing and includes construction of a maintenance facility building and garage, two salt sheds, a general storage building, a State Police building, parking lots, and a Toll Plaza. Environmentally friendly "green" technology has also been incorporated into the design of the buildings to enhance energy efficiency.

The $66.6 million contract for Phase 3 was awarded to A Servidone, Inc./B. Anthony Construction Corporation, (Joint Venture) from Castleton, New York.
