Traffic Noise Policy

The Thruway Authority follows the “Federal Procedure for Abatement of Highway Traffic and Construction Noise, 23 CFR 772,” which describes two types of noise abatement projects: A Type I project is a proposed project for the construction of a new highway or the physical alteration of an existing highway that significantly changes either the horizontal or vertical alignment or increases the number of through-traffic lanes. A Type II project is a proposed highway project for noise abatement on an existing highway, commonly called a “retrofit” noise abatement project. The development and implementation of Type II highway noise abatement projects are not mandated by either Federal or State regulation. For Type I projects, a noise analysis is conducted in accordance to the federal procedures or the NYS Noise Analysis Policy, depending on the source of project funding. Regardless of the policy followed, the analysis is similar and will determine if and where noise abatement is required. For Type II projects, potential noise barrier locations are based on the Thruway-wide Noise Barrier Prioritization Study. This study prioritized locations along the entire Thruway system. Type II noise barrier projects are dependent on available funding.
